I have the honour to forward for your in- formation the enclosed copy of a Report by Lieutenant-Colonel #. B. Bannerman, M.D., I.M.S., Officiating Director-in-Chief of the Plague Research Laboratory, Bombay, upon experiments undertaken to discover whether the common domestic animals are affected by Plague. The report has been communicated to this Government by the Government of India.

As deductions it embodies are at variance
with those set forth by Professor Simpson in his Report on the causes and continuance of Plague in Hongkong, I shall be glad if you will kindly invite Professor Simpson's observations with regard to Lieutenant-Colonel Bannerman's Report.
